Of course not! Napoleon had a well known case of Weemanitis which most commonly stems from minuscule genitalia. Thus he would have done what any victim of this crippling disease would have done with that kind of power, do anything and everything to get laid. This would include conquering and pillaging as an effective means to impress women. Unfortunately,Napoleons overcompensation by means of warmongering would ultimately lead to the downfall of the French Empire and the degeneration of their culture to something akin to the gypsies. The real question is, would a Napoleon-controlled France still have produced Alizee?
